The President of the Russian Federation signed a decree according to which citizens of the Russian Federation will be able to present identification documents, including a passport of a citizen of the Russian Federation, in electronic form in the State Services application.
“Providing Russian citizens with information contained in identity documents or other documents issued by government agencies <...> in electronic form using a mobile application <...> information system “Unified portal of state and municipal services (functions)” is equivalent <...> to the presentation of the specified documents,” the decree says.
Citizens' submission of information through the application will be voluntary. The mobile application must use encryption (cryptographic) means provided for by the law on the identification and authentication of individuals using biometric personal data.
A document in electronic form on Gosuslugi is equal to the original only in cases determined by the government in agreement with the FSB. Within three months, the government must compile a list of situations and documents that can be replaced with a digital version from the State Services application or website.

Citizens will be able to submit and withdraw consent to the processing of biometric personal data through the State Services. In the same way, requests to block, remove and destroy biometrics will be accepted.

The Government of the Russian Federation, in its Resolution No. 810 of May 22, 2023, established the rules for accrediting organizations that authenticate individuals based on biometric personal data, as well as the grounds for suspension and termination of such accreditation.

On April 11, 2023, the State Duma of the Russian Federation approved in the third reading the Bill that introduces the amendments into the laws regarding the serving subpoenas for military service (Bill No. 361804-7). The Bill is currently under the consideration of the Federation Council of the Russian Federation.

The Russian Government approved the procedure for prohibiting and restricting the cross-border transfer of personal data, as well as the procedure for informing operators (the Decree of the Government of the Russian Federation No. 6 and the Decree of the Government of the Russian Federation No. 24). The new rules come into effect on March 1, 2023.
