A citizen of the Russian Federation can submit to the MFC a written refusal to collect and place biometric personal data in relation to himself or the person whose legal representative he is.
He is also entitled to withdraw in writing a previously submitted refusal. The MFC, within 1 calendar day, sends the received refusal or withdrawal of the refusal to the operator of the unified biometric system using the SMEV. At the same time, information about the SNILS of an individual is also transmitted.
Opt-in rules, opt-out form and revocation form approved.
The application must indicate passport data and SNILS.
At the same time, a passport or other identification document must be presented at the MFC. You can also submit a refusal for your minor child, then you must also provide a document confirming that the individual is the legal representative of the minor.
The MFC does not have the right to retain copies of these documents. The original refusal (revocation of the refusal) must be transferred to the individual.
The Decree comes into effect on June 1, 2023.
