On April 17, 2023, the Ministry of Digital Transformation of the Russian Federation issued Order No. 382, which approved new Rules for Postal Services.
The new Rules for Postal Services provide for the identification of senders and their authorized representatives. The following methods of identification are established:
- presentation of an identity document;
- use of the Unified Identification and Authentication System;
- other methods: receiving codes/passwords through technical devices.
Additionally, according to the new Rules, the addressee and their authorized representative will have the right to inspect the contents of an incoming internal postal item with cash on delivery in the presence of a postal worker before making such payment. Thus, senders and addressees can be assured of the security of their postal items.
Ministry of Digital Transformation of the Russian Federation Order No. 382 of 17.04.2023 will come into force on September 1, 2023 and will be valid for 6 years.
