The Government of the Russian Federation, in its Resolution No. 810 of May 22, 2023, established the rules for accrediting organizations that authenticate individuals based on biometric personal data, as well as the grounds for suspension and termination of such accreditation.

According to the new rules, the accreditation of organizations is conducted by the Ministry of Digital Transformation of the Russian Federation. To obtain accreditation, an applicant must submit an application for accreditation to the Ministry of Digital Transformation of the Russian Federation, signed by the applicant's director or authorized representative, along with documents confirming compliance with the accreditation requirements.

In particular, the application for accreditation must be accompanied by documents confirming that the applicant's minimum equity (capital) is at least 500 million rubles, and that the financial security is at least 100 million rubles.

The Ministry of Digital Transformation of the Russian Federation makes a decision based on the documents submitted within 50 working days, and a corresponding entry is made in the list of accredited organizations no later than the first two days. Accreditation is valid indefinitely.

The Government's Resolution No. 810 of May 22, 2023, comes into force on June 1, 2023, and is valid until June 1, 2029.
