Banks and state-owned companies cannot transmit personal data through foreign messengers

Roskomnadzor has published a list of messengers that belong to foreign legal entities and citizens, which are prohibited from being used by banks and state-owned companies when providing services. These applications fall under the prohibition of Part 8 of Article 10 of the Federal Law "On Information, Information Technologies and Information Protection", which came into force on March 1, 2023. Among them are Discord, Snapchat, Skype, Microsoft Teams, Threema, Viber, WhatsApp, WeChat, and Telegram.

Restrictions will apply to those companies that perform state tasks or provide public services, state-owned companies, financial organizations, and companies with state participation above 50%. Banks and state-owned companies cannot transmit payment documents and information containing personal data of Russian citizens through foreign messengers.

The main criteria for recognizing a messenger as foreign is the ability to transmit messages to a specific recipient and data that the owner is a foreign entity.
