The Ministry of Digital Transformation of the Russian Federation has approved a new procedure for processing biometric personal data of individuals in its Order No. 453 dated May 12, 2023.
The processing of biometric personal data is carried out using information technologies and technical means that have been confirmed by the Ministry of Digital Transformation to comply with established standards. The Ministry issues such confirmation within 60 working days from the date of submission of all required documents.
The collection of biometric personal data for placement in the Unified Biometric System (UBS) is carried out in person by an authorized employee of a bank, MFC, or other organization. The collected biometric personal data is signed with a qualified/unqualified electronic signature, depending on who exactly collects the data.
The new procedure for processing biometric personal data applies to such types of personal data as:a person's facial image obtained using photo-video devices;
• a person's voice recording obtained using sound recording devices.
The new procedure comes into effect 10 days after its publication and is valid until June 1, 2029.
