Managing partner of the Nadmitov, Ivanov and Partners Law Firm Alexander Nadmitov gave comments to RBC on what information can be attributed to personal data.

Alexander Nadmitov, referring to a letter from Roskomnadzor, commented that "the principle of identifying an individual by last name, first name, patronymic from the entire array of information is not the only possible criterion for classifying processed information as personal data." "That is, the main reason for recognizing information as personal data is the ability to identify a certain individual by it." Nadmitov noted that the phone number was classified as personal data by a government decree of September 13, 2019.
