The government has approved changes to the Regulations on the Conscription of Russian Citizens for Military Service, which relate to the procedure for delivering summons and the conditions for applying the legislatively established grounds for exemption from conscription.
Military commissariats in municipal entities will use the Ministry of Defense's information systems to form lists of conscripts and update military records.
Three options for sending summons to conscripts are provided:
- In electronic form.
- In paper form by registered mail.
- In paper form through personal delivery.
All summons sent in written form must also be posted in electronic form in the personal accounts of citizens in the Register of Sent (Delivered) Summonses. Notification of the summons is also posted in the personal account on the Gosuslugi portal.
If a conscript cannot attend the draft board meeting for valid reasons, they must submit a corresponding application with supporting documents no later than the date specified in the summons. The application can be submitted in writing or electronically through the Gosuslugi portal.
It has been established that if there is sufficient data about the conscript in the state information resource, he will not need to submit a personal application to obtain certain types of deferment or exemption from conscription. The application can be submitted through the Gosuslugi portal if the conscript:
Has two or more children.
Has a disabled child under three years old.
Was elected as a deputy or head of a municipal entity.
Is a member of government bodies or local self-government.
Is studying in full-time education.
Holds an academic degree.
However, it is worth noting that until the start of operation of the state information resource, all updates to military records and the Register of Military Records will be carried out without its use.
It should be reminded that according to the latest changes in the legislation on military service, a summons is considered delivered seven days after being posted in the Register of Summonses. From the date of sending the summons, citizens subject to military registration are prohibited from leaving the Russian Federation.
