The Rules for concluding, amending and terminating of regulatory agreements has been approved

The Government of the Russian Federation approved the Rules for concluding, amending and terminating agreements on the conditions for the implementation of regulated activities (regulatory agreements).

The Rules govern the activities carried out by the organization managing the unified national (all-Russian) electric grid (“Rosseti”) and territorial grid organizations (TSOs).

In accordance with the signed resolution, agreements are concluded between grid organizations and regional tariff authorities and are coordinated with the FAS Russia.

When concluding such agreements, the organization undertakes to provide electricity transmission services, achieve the required targets and implement the investment program, while the regulatory body must set long-term tariffs.

The adopted resolution approves the procedure for concluding, amending and terminating such agreements, as well as their approximate form. Essential conditions are also established, including the procedure for indexing tariffs, the responsibility of the parties for violation of the terms of the agreement, various obligations of grid organizations, etc.

The duration of the agreements is at least 5 years.

Corresponding changes have been made to the Fundamentals of Pricing in the Field of Regulated Prices (Tariffs) in the Electricity Industry and the Rules for State Regulation (Revision, Application) of Prices (Tariffs) in the Electricity Industry, approved by Government Resolution No. 1178 of December 29, 2011, as well as to the standards for information disclosure by wholesale and retail electricity markets, approved by Government Decree No. 24 dated January 21, 2004.
