For the development of domestic seed production, amendments have been made to the Law «On Seed Production». The possibility of creating special seed production zones, which are areas with favorable phytosanitary and technological conditions for the production of agricultural seeds, has been legislated. Creation of such zones will be carried out in accordance with the regional legislation and on the basis of applications of owners and users for relevant land plots. The amendments also clarified the concepts of "spatial isolation", "breeding" and "domestic breeding" and others. In addition, the amendments clarify the procedure for interaction of the information system in the sphere of agricultural plant seed production with other state information systems and other persons. In particular, exporters and importers of seeds, scientific organizations and universities conducting research in the field of seed production and breeding are obliged to provide information to the Federal State Information System in the field of seed production. The system should also include information on localization of seed production in Russia and its results.
