Senior associate lawyer of Nadmitov, Ivanov and Partners law firm Pavel Maruev gave comments to the RBC on the difficulties due to the cancellation of stamps in the passport.

According to Pavel Maruev, in order to confirm such legal facts as marriage, the birth of a child, or obtaining a new passport, it will be necessary to provide and request supporting documents, which can complicate and delay the process of verifying the seller's rights in a real estate transaction. The stamps in the passport confirmed the legal facts in the absence of other supporting documents, he explained. The lawyer also noted that the abolition of mandatory stamps is being introduced simultaneously with legislative measures to speed up and simplify the process of obtaining a passport.

However, Pavel Maruev and his other legal colleagues agreed that for most legal transactions and operations, one stamp in the passport is not enough, other documents are required, in particular a birth certificate of children or a marriage certificate.

"A note about previously issued passports could be used when identifying a citizen by proxy, if the data of the old passport is indicated in the power of attorney, and the representative now has a new passport. However, in all these cases, one passport is usually not enough. Both when selling real estate and when registering an inheritance, a much more thorough check was required than just familiarization with the marks in the passport," he stressed.
