The State Duma of the Russian Federation will limit access to the counter-sanction information for an indefinite circle of persons.
Counter-sanction information is information of any nature (technical, economic and others) about transactions made or planned to be made by Russian participants in foreign trade activities carried out in order to meet the needs of the domestic market of the Russian Federation, the spread of which may entail the introduction of restrictive measures against such persons.
The following information does not apply to the authorization information:
- information constituting a state, commercial secret and other information related to restricted access information in accordance with federal laws;
- information that is mandatory for placement and use in state, municipal and other information systems;
- information required for distribution in accordance with federal laws.
The dissemination of counter-sanctioning information is allowed only with the written consent of its owner. This requirement does not apply to state authorities, local self-government bodies, the Chairman of the Bank of Russia, as well as their official representatives, their heads and deputies.
In case of violation of this restriction by third parties, a participant in foreign trade activities has the right to defend his rights in accordance with the procedure established by law, as well as to claim damages.
The dissemination of counter-sanctioned information entails liability provided for by the legislation of the Russian Federation for the disclosure of information with limited access.
