The State Duma of the Russian Federation has changed the system of public procurement

The bill on simplifying the public procurement procedure was adopted by the State Duma on April 20 in the second and third readings and submitted to the Federation Council for consideration.

The Federation Council at a meeting on April 26 approved this bill, the main provisions of which are:

1. Raising the price threshold from 3 million rubles to 10 million rubles when conducting an electronic request for quotations;

2. Exclusion until 31 December 2026 of the limitation on the annual volume of purchases;

3. The price threshold for purchases from a single supplier through electronic platforms is increased from 3 million rubles to 5 million;

4. The annual volume of purchases from a single supplier through electronic platforms should not exceed 100 million rubles;

5. The term for approval by the Federal Antimonopoly Service of Russia of concluding an agreement with a single supplier was shortened (from 10 business days to 8 business days);

6. The possibility of carrying out construction purchases on a turnkey basis is extended until 1 January 2025;

7. In case of termination of the contract with the winner due to force majeure circumstances, the customer has the right to conclude a contract with the procurement participant who received the second place;

8. Until 31 December 2024, it is possible not to apply the law on the contract system in the field of public procurement to relations related to the purchase of goods, works, services by election commissions located in the Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions.
