In it, the Antimonopoly Service introduces, first of all, new criteria for a dominant position in the market. If the owner of the infrastructure or platform, which is designed for interaction of other market participants or consumers, gets the opportunity to influence the general conditions for the circulation of goods based on the data obtained, then he will occupy a dominant position in the market. In this position, it must ensure non-discriminatory access to its platforms and not restrict competition. It will be impossible to close your platform from other market participants, thereby creating a monopoly on the market. "
