According to the associate lawyer, for access to the apartment to employees of public utilities, representatives of the supplier network organization and employees of state departments for control and supervision, an appropriate court decision is necessary. It will also be required by bailiffs to execute the procedure for evicting the debtor or settling the claimant. However, in order to perform other enforcement actions, they will also need the written permission of the senior bailiff.
Employees of emergency services can get into the house to carry out emergency response work, in the case of the introduction of a counter-terrorism operation regime, military personnel and employees of federal executive authorities also have this right to carry out actions to combat terrorism, Khodzhayeva concluded.
At the end of last year, the State Duma adopted amendments to the law on police in the first reading. According to the changes, in particular, police officers would be able to enter houses and land plots to detain suspects caught in the act of a crime. The bill passed the second reading in the lower house of parliament, follows from the page of the document on the website of the State Duma. To enter into force, the bill must also pass the third reading, receive the approval of the Federation Council and the President.
