The mere fact of downloading the program, without using it directly, should not constitute a crime, Bulat Tugutov told RBC. "What is important is the fact of its use in order to be invisible on the Internet. The use is a direct application of this program for its intended purpose, which in this case is aimed at blocking and neutralizing a means of computer protection," he said.
