By the Decree of the Government of the Russian Federation No. 440 dated March 21, 2023 (the "Decree No. 440"), amendments were made to the list of types of objects that can be located on lands or land plots owned by the state or municipalities without granting land plots and establishing easements.
According to Decree No. 440, new types of objects were added to the list, including social facilities, sports facilities, cultural heritage sites, tourist infrastructure facilities, small business facilities, and industrial infrastructure facilities.
Amendments were also made to the procedure for placing objects on lands or land plots owned by the state or municipalities. Now, objects can be placed without granting land plots and establishing easements if they are located on lands owned by the state or municipalities and do not contradict the purposes of using these lands.
The new rules will help to speed up the process of placing objects on lands or land plots owned by the state or municipalities, and simplify the procedure for obtaining permits for the construction and operation of objects.
Thus, Decree No. 440 is an important step in the development of the construction industry and the simplification of the procedure for placing objects on lands and land plots owned by the state or municipalities.
