The State Duma of the Russian Federation adopted a law on the income of foreign agents

The State Duma of the Russian Federation adopted in the third reading amendments to the Federal Law "On Control over the Activities of Persons Under Foreign Influence" (Law on Foreign Agents). According to the proposed amendments, persons included in the register of foreign agents are required to keep in special accounts:

- income from the results of intellectual activity in connection with the alienation or use of the exclusive right to the result of intellectual activity or means of individualization;

- income from the sale of real estate or its lease;

- income in the form of interest on bank deposits;

- income from equity participation in organizations, including in the form of dividends;

- interest (penalties, forfeits) accrued in connection with the late payment of the above types of income.

In order for a foreign agent to receive the income due to him, he is obliged to open a special ruble account in an authorized bank. A foreign agent has the right to open only one special account.

The specifics of depositing and writing off funds to a special settlement account will be established by the Board of Directors of the Central Bank of the Russian Federation.

A foreign agent is required to open a special account within 15 days after being included in the register of foreign agents. Persons included in the register of foreign agents on the date of entry into force of the relevant amendments are required to open a special account within 15 days from the date of entry into force of the relevant amendments.

It is noted that in the absence of a special account in an authorized bank on the date of payment, such an account must be in the name of the foreign agent at the request of the payer.
