On February 27, 2025, amendments were adopted to amend the Law on State Registration of Real Estate. The innovations are aimed at simplifying the procedures for registering real estate through banks, as well as supporting citizens affected by military operations and emergency situations.
Electronic documents: new powers for banks
One of the key changes was the expansion of the capabilities of credit institutions when certifying electronic documents. Now, banks, having an enhanced qualified electronic signature (EQES), can certify documents required for cadastral registration and registration of rights. This means that clients will no longer need to additionally confirm the authenticity of such documents if Rosreestr can verify their origin and reliability.
This innovation speeds up the process of registering real estate, reduces the bureaucratic burden and makes interaction with Rosreestr more convenient for those who register transactions through banks.
Support for citizens in special situations
The second important amendment concerns cases where state cadastral registration or registration of rights is carried out in order to provide assistance to persons affected by military actions or emergency situations.
In such situations, a number of requirements established by the Law on Real Estate Registration do not apply. In particular, this concerns the non-application of certain grounds for suspending cadastral registration and state registration, as well as certain rules for recognizing previously acquired rights, previously registered real estate objects. This will allow for faster entry of information about previously registered real estate objects into the Unified State Register of Real Estate and thereby faster provision of housing to affected citizens.
What does this law mean in practice?
For banks, the new amendments create more convenient conditions for working with documents in digital format, which in the future may speed up the processing of mortgages and other real estate transactions.
For citizens who have faced the consequences of emergency situations or military actions, the innovations ensure faster restoration of rights to real estate and minimize possible delays associated with bureaucratic procedures.
The changes came into force on March 1, 2025.
