The EU has introduced the 15th package of sanctions against Russia
The European Union has introduced the 15th package of sanctions against Russia. 54 individuals and 62 organizations have been subject to European sanctions.
The companies against which European sanctions have been imposed include, in particular, the developer PIK, the airline UTair, the developers Alabuga Development, the oil supplier InvestNefteTrade, and the state concern Donbass Development Corporation.
The following Russian legal entities were also included in the EU sanctions list: Prime Shipping LLC, Signal PJSC, Uraldronzavod LLC, Leading Technologies Charter LLC, and Silicon El Group JSC.
In addition to Russian organizations, legal entities from China, the UAE, Iran, and Serbia have been subject to European sanctions: SOHA INFO, Fidar System Pooyan, Time Art International LTD, Ele Technology Co. LTD, Shenzhen Xingding Machinery Co. Ltd, Nigbo Blin Machinery Co. Ltd, ARCLM International Trading Co. Ltd, Shijiazhuang Hanqiang Technology and others.
Blocking sanctions were imposed on them for supplying sanctioned goods to Russia and participating in other intermediary transactions that allow Russia to bypass economic restrictions imposed by the EU.
The EU also imposed sanctions against foreign companies that own 52 vessels, which, according to Brussels, are part of Russia's shadow merchant fleet and allow it to bypass anti-Russian sanctions on trade in oil and oil products.
Among the individuals affected by the European sanctions were the heads of various structures of PJSC Gazprom and other state corporations: General Director of Gazprom Flot Yuri Shamalov, Chairman of the Board of Directors of Gazprom LNG Technology Alexey Kakhidze and General Director of Gazstroyprom Nikolay Tkachenko, General Director of JSC Rosnefteflot Alexey Nefedov, Chairman of the Management Board of Avtodor Vyacheslav Petushenko, as well as journalist Tina Kandelaki.
In addition, the EU imposed a complete ban on the recognition and enforcement of court decisions adopted by Russian arbitration courts in accordance with Articles 248, 248.1 and 248.2 of the Arbitration Procedure Code of the Russian Federation. Any information exchange within the framework of interstate requests for legal assistance with Russian arbitration courts handling cases on claims of Russian companies against European persons in accordance with the said articles was also prohibited.
Let us recall that in 2020, Articles 248.1 and 248.2 were included in the Arbitration Procedure Code of the Russian Federation, which allowed Russian persons subject to sanctions to apply anti-claim injunctions and transfer disputes from foreign courts to the jurisdiction of the Russian Federation in order to prevent their access to justice abroad from being restricted.
Earlier, in response to the growing number of cases involving Russian companies, the basis for which were initiated in Russian courts on the basis of the provisions of these articles, the EU also prohibited, under threat of individual sanctions, the transfer of legal proceedings to the jurisdiction of the Russian Federation. In particular, the 14th package of EU sanctions against Russia prohibited the conclusion of transactions with Russian persons who applied to Russian arbitration courts against European persons in accordance with Articles 248, 248.1 and 238.2 of the Arbitration Procedure Code of the Russian Federation in connection with any agreement, the execution of which was affected by EU sanctions.
