Mikhail Stepkin, senior lawyer at Nadmitov, Ivanov and Partners Law Firm, gave comments to Pravo.ru for the article "Full video: VS explained how to record traffic violations".
A police officer fined the driver for drunk driving. The fined claimed that several frames were missing for the video with traffic violations, so the protocol was drawn up incorrectly. The traffic police officer also did not attract attesting ones. Three courts considered the argument about the incompleteness of the video recording to be insignificant and refused the driver to challenge the administrative penalty. The driver appealed the decision to the Supreme Court, which satisfied his complaint.
Mikhail Stepkin, senior lawyer of the litigation practice of the company Nadmitov, Ivanov & Partners, noted that "in cases of bringing to administrative responsibility the protocol is the main evidence, therefore its absence or procedural violations in drawing up entail a refusal to bring it."
